Hainan FTP foreign-funded company registration system upgrade

On February 19, 2025, the Hainan Free Trade Port (FTP) published six new institutional innovation cases, further advancing its reform efforts. To date, Hainan has released 19 groups of innovation cases containing a total of 158 cases that showcase the province's unique development and policy advantages. These reforms have significantly enhanced the business environment and attracted a great deal of foreign investment. Particularly, the reform of the foreign company registration system has streamlined procedures and introduced online registration, offering more efficient services and facilitating the smoother establishment of foreign businesses in Hainan.

Hainan led the way in simplifying the Hong Kong and Macao Domestic Investors (Non-Natural Person) Notarized Qualification documents, reducing the required materials from 50 pages to just 8. The qualification is now sent directly to the market supervision department through the online system, significantly improving registration efficiency. In addition, the foreign company registration process has been put fully online, with an English-language version of the form and support for e-signatures and identity verification for residents of Hong Kong, Macao, and Taiwan, as well as overseas Chinese and foreign permanent residents. Hainan has also implemented online identity verification for foreign nationals holding valid passports, allowing them to complete their registration via the "Hainan e-Registration" platform.

In regards to system innovation, Hainan allows foreign companies to engage in services trade within the province directly without setting up a Chinese business entity, with 165 companies having already entered Hainan through this method. In addition, Hainan follows international norms, simplifying the cross-border flow of notarized documents and further reducing registration costs.

By the end of Dec., 2024, the number of foreign-funded companies in Hainan had reached 9,979, a 17.48% increase from the previous year. The number of investment sources grew from 43 in 2018 to 174, attracting foreign companies such as LVMH, Richemont, and De Beers. Through streamlining the cross-border notarization process, Hainan has successfully reduced the time required for foreign company registration by nearly 90%, benefiting a total of 398 companies.
