Fellow deputies,

On behalf of the People’s Government of Hainan Province, I will now report to you on the work of the government for your deliberation and approval. I also invite comments from members of the Hainan Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC) and other non-voting delegates.

I. A Review of the Work in 2025 and the 14th Five-Year Plan Period

The year 2025, which has just concluded, marked the final year of the 14th Five-Year Plan and a pivotal year in which the Hainan Free Trade Port (FTP) launched special customs operations and openedwider to the world. At the critical moment right before the launch of island-wide special customs operations, General Secretary Xi Jinping visited Hainan again, heard a report on the development of the FTP, and delivered an important speech, injecting strong impetus for the FTP’s development. Over the past year, we have resolutely implemented the guiding principles from General Secretary Xi Jinping’s series of important speeches, directives, and instructions on Hainan’s work, thoroughly applied the guiding principles from the 20th National Congress of the Communist Party of China (CPC) and plenary sessions of the 20th CPC Central Committee, and conscientiously implemented the decisions and plans of the Party Central Committee and the State Council, and delivered on the work requirements of the Hainan Provincial Committee of the CPC. Highlighting the importance of comprehensive learning, extensive promotion, thorough implementation, massive investment attraction, and all-encompassing services, we emancipated the mind, forged ahead, comprehensively deepened reform and opening up, and solidly promoted high-quality development. The FTP has entered a new stage of development with the commencement of itsisland-wide special customs operations.

Over the past year, we forged ahead with gratitude and hard work, and achieved special customs operations as scheduled. All the key preparatory tasks and the construction of soft and hard infrastructure were completed, with 10 second-line customs ports officially opened. Six customs policies and related supporting systems were unveiled, including the catalogue of imported taxable goods, the tax policy for the flow of goods, the list of prohibited and restricted goods, customs supervision regulations, the import tariff exemption policy for products with no less than 30% added value after processing, and the administrative measures for the operation of second-line customs ports. The share of imported taxable goods entitled to zero tariff increased from 21% to 74%. Several preferential tax policies were extended upon expiration, and the eligibility criteria for preferential individual income tax policies wererefined. New offshore duty-free policies were implemented and proved effective, allowing Hainan residents with a record of leaving the island within a calendar year to make unlimited duty-free purchases under the “buy-and-pick-up” system that year. The value of goods exempt from import tariffs for products with at least30% added value after processing has doubled. After comprehensivestress tests were conducted covering the entire process and its factors, with large samples and a focus on fieldwork, the FTP officially launched island-wide special customs operations. After one month, notable improvements have been achieved in logistics efficiency, travel convenience, and activity levels. The number of entities benefiting from the zero-tariff policy increased by more than 10,000, and 26,800 new market entitieswere registered. Import value, visa-free inbound tourists, international vessel calls, newly established foreign-invested enterprises, and offshore duty-free sales grew by 38.9%, 64%, 19.6%, 13%, and 46.8%, respectively.

Over the past year, we accelerated the pace of reform and opening up with an enterprising and pioneering spirit. An island-wide cross-border e-commerce comprehensive pilot zone was under rapid construction. Actively aligning with international high-standard economic and trade rules, we facilitated the implementation of more than 30 pilot tasks. The FAO Hainan Programme Cooperation Office was established and put into operation. The Hainan FTP international service portal was launched. Thecomprehensive pilot program of expanding opening up in the service sector was advanced. The first bonded maintenance service for overseas equipment was delivered in the Yangpu Economic Development Zone. The first bonded maintenance business for engines, gearboxes, and medical devices, and the first zero-tariff bareboat-chartered vessel were also launched. Hainan’s first wholly foreign-owned hospital was opened to business. The province has been approved to implement the pilot reform of the review and approval process for supplementary drug applications. The first cross-border asset management pilot business was launched, seven cross-border fund operation centers were recognized, and five financial leasing management project companies were established. Two of our institutional innovations were selected for the sixth batch of best-practice cases forpilot free trade zones. The Foreign Investment Regulations of Hainan Free Trade Portwere promulgated. The total number of companies with AEO (Authorized Economic Operator) Advanced Certification has reached 120.We remained at the forefront nationallyin port customs clearance efficiency. China’s first air route under the seventh-freedom traffic right was opened. Inboundtouristvisits to Hainan reached 1.5 million, an increase of 35.2%.

Over the past year, we rose to challenges, concentrated our efforts on tackling tough problems, and stabilized economic operations under pressure. We optimized quarterly and monthly tracking and the best-practice award mechanism, enabling cities and counties to play a leading role in economic development and consolidatingthe foundation of industrial development based on local realities. With on-the-ground command and coordination from provincial leaders and proactive efforts by authorities at all levels, we effectively addressed challenges, including external shocks, weak domestic demand, and insufficient momentum to transitionto new growth drivers. Our provincial GDP grew by 4%, the added value of industries above the designated size by 9.9%, the total retail sales of consumer goods by 5%, the total import and export of services by 22.1%, the utilized foreign capital by 19.9%, and the actual outbound investment by 20.7%. Across many indicators, Hainan registered one of the fastest growth rates in the country. Tourist visits to the province exceeded 100 million. The added value of tropical high-efficiency agriculture accounted for 65% of the total in agriculture. The CPI fell slightly by 0.1%; the surveyed urban unemployment rate was 5.2%; and per capita disposable income for urban and rural residents increased by 3.4% and 5.2%, respectively. The growth rate of rural residents' incomes has outpaced that of urban residents for 15 consecutive years, with the urban-rural income ratio narrowing to less than 2 to 1.

Over the past year, we continued to seek innovation, made breakthroughs, and strengthened the momentum of innovation-driven development.The service center of the global introduction and transit base for animal and plant germplasm resources was unveiled and put into operation. Nanshan Port served more than 2,152 scientific research voyages. The Tansuo Sanhao (Exploration III) scientific research ship, carrying the Fendouzhe (Striver) deep-sea manned submersible, completed Arctic deep-sea manned diving, making China the only country to have conducted continuous manned deep diving in the Arctic sea-ice concentration fields. Shenhai Yihao (Deep Sea No.1) was rated among China’s first batch of excellence-level smart factories, and its second-phase project was put into operation. The Satellite Super Factory in Wenchang International Aerospace was completed and delivered, and all nine commercial aerospace launches throughout the year were successful. Two national key laboratories were approved to be built, and three new academician workstations were recognized. The number of projects approved by the National Natural Science Foundation of China increased by 17.9%. We recognized 46new high-tech “elite action”enterprises. The added value of high-tech manufacturing increased by 28.1%. The number of foreign experts holding a valid work permit increased by 26%.

Over the past year, we made meticulous, systematic efforts to continuously consolidate achievements in ecological conservation. The proportion of days with good air quality and above was 98.8%, the PM2.5 concentration was 11.8 μg/m3, and the proportion of good and excellent water quality in surface water and coastal waters reached 96.9% and 99.7%, respectively. We introduced China’s first local regulations governing ecological and environmental zoning. Haikou was selected as one of China’s first batch of pioneer zones of Beautiful Urban Areas, and Wuzhishan was among the first batch of Beautiful Rural Areas. The smart territorial space governance system has established a network to overseethe exercise of rights. The Hainan Tropical Rainforest National Park Administration was established and put into operation. The biodiversity survey in central Hainan identified two new species and set 35 new records in China and 71 new records in Hainan. Hainan’s market penetration rate of new energy vehicles (NEVs) isthe highest in the country, with NEV ownership reachingover 500,000 units, ranking second nationwide. The total output of biodegradable products increased by 19%, and the output value by 18%. The results of the first river basin GEP accounting in China were released. Remarkable results were achieved in developing measurement standards and methods for blue carbon, includingseagrass beds and fishery carbon sinks.

Over the past year, we adopted targeted policies and took pragmatic, concrete actions to enhance public well-being. We coordinated the implementation of provincial-level people’s livelihood projects. Under the extensive supervision and with active participation of People’s Congressdeputies and the general public, 10 livelihood projects were completed, such as free urban and rural residentsmedical insurance for newborns. A total of 177,800 new urban jobs were created. The overall quality of basic education improved, with 40,000 new places added; 67.5% of junior high school graduates enrolled in ordinary high schools; and primary and secondary school students won a record number of awards in national discipline-specific, science and technology, and sports and art competitions. Higher education and vocational education steadily improved. Hainan University was ranked among the top 100 domestic universities by ShanghaiRanking for the first time. Hainan Medical University was ranked inShanghaiRanking’s Academic Ranking of World Universities for the first time. Hainan Police Academy and Hainan Lausanne Tourism University (HLTU) began enrollment. 13 Sino-foreign joint institutions (programs) were approved. Hainan’s per capita life expectancy ranked among the highest in the country, with the best level in history on core health indicators such as the maternal mortality rate, infant mortality rate, and mortality rate amongchildren under five. Effective prevention and control measures were implemented forchikungunya and dengue fever. Policies such as childcare subsidies and free preschool education have been implemented. A province-wide long-term care insurance system was launched, the first of its kind in China. Healthcare projects, including the South Branch of Hainan General Hospital and the Sanya branch of Peking University Hospital of Stomatology, were put into operation. Hainan Science and Technology Museum opened for trial operation. Hainan’s literary and artistic works shone at the Qunxing Award and Wenhua Award ceremonies. The Hainan delegation set several records at the National Games as well as the National Games for Persons with Disabilities & the National Special Olympic Games.

Over the past year, we prepared ourselves for worst-case scenarios, prevented and resolved risks, and maintained overall social stability. Our ability to identify and prevent risks associated with special customs operations was continuously strengthened. The IT platform for social governance played a core supporting role in anti-smuggling. 64 anti-smuggling comprehensive law enforcement stations were put into operation, and smuggling related to taxes, the sea, and special areas was severely cracked down on. We established a joint prevention and control mechanism for inspection and quarantine safety risks, under which a single safety alert at any point triggers multi-stakeholder coordination and a data-sharing platform to build a robustbiosecurity defense line. Contradictions and risks were proactively resolved, and the foundation of a safe Hainan was continuously consolidated. Overdue enterprise accounts were cleared aheadof schedule, achieving province-wide coverage forcatastrophe insurance. Major disasters, including severe typhoons such as Typhoon Swordfish and Matmo were effectively responded to, minimizing casualties and property losses. The number of workplace safety accidents and deaths in the province both declined, and fires saw “four reductions.”[1]

Fellow deputies, the 14th Five-Year Plan period represents a critical five-year phase for the Hainan Free Trade Port, during which it is taking shape and gaining momentum. General Secretary Xi Jinping attaches great importance to and cares for Hainan, and has visited Hainan many times for inspection and guidance, delivering important speeches that havegreatly enhanced our confidence and determination to move faster to build a free trade port with Chinese characteristics and global influence. Keeping our mission in mind, we have forged ahead with gratitude, closely aligned with the strategic positioning of building “Three Zones and One Center,”and strategically planned the reform, opening up, and high-quality development before and after the special customs operations. Working relentlessly to seize the opportunity, we withstood the severe impact of the Covid-19 pandemic, effectively responded to major risks and challenges such as super typhoons and extreme rainfall, and facilitated historic progress and transformation across various undertakings. All this has laid a solid foundation for advancing Chinese modernization in Hainan.

Over the past five years, we unswervingly applied the new development philosophy and achieved a new leap in composite strength whendriving high-quality development. Our economic strength hassignificantly improved. Provincial GDP crossed three hundred-billion-yuan thresholds, and per capita GDP roseto 76 thousand yuan in 2025. The average annual growth rate in the added value of industrial enterprises above the designated size was9%. Taxation accounted for more than 75% of the general public budget revenue, and general public budget expenditure increased by 31.3%. The incremental tax reductions, fee reductions,and tax rebates exceeded 80 billion yuan, with a net increase of 2.428 million business entities, including 575 thousand enterprises. The balance of domestic and foreign currency deposits and loans of financial institutions exceeded 1.5 trillion yuan and 1.4 trillion yuan, respectively.The industrial structure was continuously optimized. In 2025, the share of the four leading industries[2] in GDP increased by about 14 percentage points compared with 2020. The tourism industry was upgraded. Two national-level tourist resorts, one AAAAA tourist attraction, six nighttime culture and tourism consumption clusters, and five tourism and leisure blocks were added. We optimized Xisha cruise tourism routes and held 600 large-scale tourism, performing arts, and sports events. The tourism industry’s international influence increased significantly, with a comprehensive contribution rate of 33.4% to provincial GDP. The effort to increase the consumption of offshore duty-free products and services in the healthcare and education sectors has yielded strongresults. The world’s largest standalone duty-free shop was opened to business, and the offshore duty-free sales accounted for more than 8% of the global duty-free market. The China International Consumer Products Expo has been successfully held for five consecutive years. Boao Lecheng International Medical Tourism Pilot Zone has become a new hub for bringing together the world’s advanced medicines, medical devices,and advanced medical technology, and has landed 540 licensed medical equipment and 39 medical institutions, with 865 thousand medical tourist visits and 8.39billion yuan in revenue in 2025. 22 medicines, medical devices, and equipmententered the domestic market through real-world data applications, and 12 food-for-special-medical-purpose and health products were temporarily imported. Lingshui Li’an International Education Innovation Pilot Zone has signed contracts with 26 prestigious universities at home and abroad to establish a presence, with 10,000 faculty members and students in the park, and has created an integrated, collaborative educational environment[3] for the universities withinit. The pace of transitioning to new growth drivers was accelerated. Breakthroughs were made in many fields,such as offshore wind power equipment, offshore engineering and yachts, special-purpose NEVs, and oil service equipment maintenance. The first modular semiconductor production line was put into operation. The average annual output value of the equipment manufacturing and high-end food processing industriesexceeded 20%. The province secured its first recognition as a national champion manufacturer in specialized segments, marking a zero breakthrough. The shipping and logistics industries continued to grow, with 75 container liner routes and 99 international air passenger and cargo routes in operationin 2025. Express delivery volume recorded an average annual growth rate of over 21%.The pace of modernizing agriculture has accelerated. The construction of 17 agricultural industrial chains started, and 42 national- and provincial-level modern agro-industrial parks, industrial clusters, and strong industrial towns were developed in tiers. Industrial clusters grew rapidly. Three 100-billion-level industrial clusters of new petrochemical materials, modern finance, and modern commerce, and two 10-billion-level industrial clusters of the food industry and the modern seed industry were cultivated. Yangpu Petrochemical New Materials has become the first 100-billion-level advanced manufacturing industrial cluster. Haikou’s biomedicine services and Chengmai’s deep-sea oil and gas exploration and production services were rated as national SME characteristic industrial clusters. Haikou Comprehensive Bonded Zone was rated a national Class A comprehensive bonded zone. Hainan-Hunan, Hainan-Guangdong, Hainan-Zhejiang, Hainan-Hong Kong, and Shenzhen-Danzhou joint industrial parks have been established. The operating income of 13 key parks exceeded 2.5 trillion yuan in 2025.

Over the past five years, we have comprehensively deepened reform and opening up and built new strengths in institutional opening up,while promoting the development of FTP. The policy system continued to improve. The Law of the Peoples Republic of China on the Hainan Free Trade Portwas promulgated and implemented. 55 regulations and more than 210 policy documents concerning the FTP were introduced. The three “zero tariff”lists[4], 15% income tax concessions for enterprises and individuals, and the import tariff exemption policy for products with no less than 30% added value after processing have been continuouslyrefined. The country’s first negative list of cross-border trade in services was introduced. Hainan achieved the highest degree of openness for foreign investment in the country. Key reform tasks were advanced comprehensively. The three-year action on integrated institutional innovation was completed, resulting in 173 integrated institutional innovation cases across 21 batches, 82 of which were recognized at the national level and 37 were promoted nationwide. Legislations were introduced with minimal approval, regulations governing administrative inspections of enterprises, and customs clearance credit management at second-line customs ports, all of which were the first of their kind in the country. The initiative to deepen and elevate the reform of state-owned enterprises has been successfully implemented with high quality. Hainan State FarmsInvestment Holding Group Co., Ltd. and Hainan Holdings ranked among China’s top 500 enterprises. Hainan Rural Commercial Bank, the first of its kind in the country with a unified legal person, was opened to business. The reform of the bidding and tendering system was deepened, generating fiscal savings of 6.9 billion yuan and further elevating the profile of the machine-managed bidding model. The level of openness was greatly improved.Goods trade recorded an average annual growth rate of 24.1%, while service trade grew at an average annual rate of 30.2%, indicating significantly increased external engagement. Utilized foreign investment recorded an average annual growth rate of 16.7%; the province has attracted investment from 180 countries and regions. Hainan has established partnerships with 41 free trade zones (ports). The multi-function free trade account (EF account) was launched, with a business volume of 350 billion yuan. The provincial government issued local government bonds in Hong Kong for four consecutive years. We launched the country’s first international ship registration administration, and 82 international ships have been registered at the Yangpu Port of China, ranking second nationwide bygross tonnage. Allowed purposes of visa-free entry to Hainan for ordinary passport holders have been expanded, and people from 86 countries are eligible for this policy, keeping the entry policy the friendliest in the country. A negative list was introduced to manage data exports. The pilot project to expand the opening of the value-added telecom business was implemented. The Boao Forum for Asia annual conference has been successfully held for years in a row. Risk prevention and control effort was solid and effective.The building of Smart Hainan and Integrity Hainan has basically taken shape.The incidence of the smuggling of duty-free goods by “purchasing agents” (taogou and daigou traders) hit the lowest level in history.Tax risks were resolutely prevented. Local government debt risks, financial risks, and major enterprise risks were effectively resolved. No systemic risks occurredin real estate, environmental protection, and other fields.

Over the past five years, we unswervingly worked to improve our scientific and technological self-reliance and strength, and made new progress in fostering new quality productive forces. The supporting role of talent education was enhanced. Seven new ordinary universities were added, and the number of students receiving higher education per hundred thousand population increased by 27%; the number of master’s programs increased by 50%, and that of doctoral programs doubled. Hainan University made steady progress in developing itself into a world-class university with world-class academic disciplines; Hainan Medical College was renamed Hainan Medical University; Hainan Tropical Ocean University has achieved a profound transformation into a maritime-focused institution; and Hainan Bielefeld University of Applied Sciences became the first in the country to be independently run by an overseas university. The number of academic disciplines ranking in the top 1% globally by ESI[5] tripled. The number of secondary vocational schools has been optimized from 71 to 47, with educational quality further enhanced. Contestants from Hainan claimed 16 gold medals in the World Vocational College Skills Competition. 88 well-known schools of basic education were introduced from at home and abroad, and 170 thousand high-quality places were added. The One Million Talents Recruitment Action Plan was completed ahead of schedule. The work permit system for foreigners was refined, and the number of foreigners working in Hainan increased by 90% in 2025 compared with 2020. The number of full-time academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering in Hainan increased to ten. 398.7 thousand skilled workers were recognized, including 76.5 thousand high-skilled ones. Two people were awarded the Ho Leung Ho Lee Foundation Prizes, another two were awarded the honorary title of National Outstanding Engineer; four were acclaimed as National Master Artisans. The innovation capacity was significantly improved.The average annual growth rate of R&D investment across society exceeded 20%, ranking first in the country for the third consecutive year. The ranking of the comprehensive science and technology innovation index climbed six spots, entering the second tier nationwide. A historicbreakthrough was made in the State Science and Technology Awards. The number of projects approved and funded by the National Natural Science Foundation of China, as well as the number of national-level technological innovation platforms and bases, doubled. The Yazhou Bay National Laboratory was established and entered a new phase of operation. The National Center of Technology Innovation for Saline-Alkali Tolerant Rice has commenced substantive operations. Three national key laboratories were approved for construction. The construction of several major scientific research infrastructure projects, such as the South China Sea Undersea Observation Subnet, was accelerated. Scientific and technological cooperation has been carried outwith 54 countries and regions, with platforms such as the Belt and Road joint laboratory and the China-Latin America and the Caribbean Sustainable Food Innovation Centerapproved for establishment. A separate management system was launched on a trial basis for scientific and technological achievements, the “invest first, convert later” model was implemented for their commercialization, and the National Technology Transfer Center (Hainan) and the National Intellectual Property Protection Center were established. The cumulative turnover of technology contracts reached 26 billion yuan. The effort to strengthen the “five sources of competitiveness” gained momentum and drovegrowth.Nanfan Silicon Valley has built the most biological breeding innovation platforms in the country,with the largest space and the most complete system, and the annual output value of Nanfan seed industry exceeded 20 billion yuan. The National Marine Comprehensive Experimental Field (Deep Sea) was commissioned. Several pieces ofmajor deep-sea equipment wereput into use. The country’s first commercial space launch site was completed, equipped with the dual-station normalized launch capability, and all its 12 launches were successful. The rocket, satellite, and data industry chains accelerated clustering. The annual revenue of Wenchang International Aerospace City exceeded 20 billion yuan. Three offshore wind farms were connected to the grid for power generation. Siemens Energy’s gas turbine assembly base and service center project began construction. The world’s first commercial submarine data center and submarine intelligent computing center were put into use. The country’s first digital processing trade zone was put into trial operation. 137 online game licenses were granted. The annual revenue of the core digital economy industries exceeded 260 billion yuan.

Over the past five years, we unswervingly promoted regional coordinated development and broke new ground in coordinating urban-rural integrated development. The coordinated regional development pattern of Three Poles, One Belt, and One Areatook shape. The industrial development plan for the Haikou Economic Circle was finalized, and itsannual economic growth increased by 5.8%. The annual revenue of Jiangdong New Area exceeded 500 billion yuan. The Wenchang-Lingao Expressway and Yangshan Avenue-Muruishan Highway were completed and opened to traffic. The economic aggregate of the Sanya Economic Circle accounted for more than 20% of the provincial GDP. More than 2,200 government services are now accessibleintra-provincially. The expansion project of the Greater Sanya section of the G98 Ring Expressway commenced, and the Sanya section of the Sanya-Ledong Tourist Railway was opened to traffic. The total annual industrial output value of the Danzhou-Yangpu Economic Circle exceeded 150 billion yuan. The construction of Xinying Bay Free Trade Port New City was accelerated, with the skeleton of the road network basically taking shape. The integrated development of Danzhou and Yangpu took new strides toward greater openness and depth. Major infrastructure was upgraded. Xinhai HarborChinas largest passenger ro-ro hubthe second phase expansion project of Haikou Meilan International Airport, and Yangpu Port’s 200,000-DWT berth and deep-water navigational channel were put into use. The third phase expansion projects of Sanya Phoenix International Airport and Qionghai Boao International Airport were completed. The two scenic loop highways[6]and the extension of the G9812 Expressway were also completed. The eight-lane, dual-carriageway port-access highway for Yangpu Port was opened to traffic. The construction of the Macun Port Phase III and Gaopai Port Phase I projects commenced. Nine major water conservancy projects, including the Nandu River diversion project, the Hongling irrigation project, and the Maiwan Water Conservancy Hub, were accelerated or put into use. The backbone water network of the island is gradually being established. The 500-kV main grid of Hainan’s power grid was commissioned, achieving a historic leap. A closed-loop island-wide natural gas network was achieved, alongside the early completion of aging urban pipeline renewal. We were the first in the country to achieve 100% access to gigabit optical fiber and 5G networks in administrative villages. The first international submarine cable was completed and put into use. China’s three major telecom operators accelerated the construction of their Haikou international communications service gateways. A number of computing facilities, such as the Supercomputing Center in Wenchang International Aerospace City, were completed and put into use. The all-round rural revitalization was solidly advanced.The strictest farmland protection system has been implemented. The grain production area remained stable. 94.7 thousand hectares of high-standard farmland were added. A comprehensive coconut industry chain was rapidly building. In 2025, thetotal area dedicated to the understory economy reached 134.7 thousand hectares, and the output value exceeded 10 billion. The penetration rate of rural tap water and sanitary household toilets increased to 97.2% and 99.8%, respectively. 350 Beautiful Villages and 500 Beautiful and Harmonious Villages have been built. The integrated rural real estate registration was completed. The points-based governance system was extended to all administrative villages. The Village Volleyball Super League and the Village Basketball Super League were organized. Hainan was rated “Good” for three consecutive years in the national assessment of poverty alleviation outcomes, preventing the large-scale relapse into poverty.

Over the past five years, we unswervingly strengthened ecological conservation and painted a new picture of beautiful Hainan in promoting green transformation. Environmental quality has been on a steady upward trend.Hainan was rated “Excellent”in the national assessment of pollution prevention and control outcomes for four consecutive years. All rectification tasks identified in the first round of central environmental inspection have been completed. The rectification tasks identified in the second round are being wrapped up and progressing as planned for the third round. The Shan-Shui Initiative[7], the marine ecological restoration project, and the coastal shelter forest restoration project in the typical tropical region of the south were implemented. The natural coastline retention rate increased by eight percentage points, ranking first in the country for many consecutive years. We afforested 86 thousand hectares, and added and restored 5.3 thousand hectares of mangrove forests. Ecological conservation was steadily advanced.The provinceproposed the formulation or revision of more than 30 local regulations for ecological conservation, and led the country in legislation on ecological environment zoning control and Environmental Safety Access Control for Incoming Goods/Conveyances. 15 national pilot projects were hosted in the field of ecological conservation, and 102 of our cases were affirmed or promoted by relevant ministries and commissions. Fish stocking programs in the Xisha waters continued, and the Huangyan Island National Nature Reserve was established. Landmark ecological projects achieved fruitful results.A “2+N”landmark project system, centered on Hainan Tropical Rainforest National Park and the low-carbon island project, was established. Hainan Tropical Rainforest National Park was listed in the first batch of national parks in China. The population of our flagship species, the Hainan gibbon, was recovered to 44 individuals in seven groups. The installed capacity of clean energy accounted for 87.2% of the total. Hainan was shortlisted for the first batch of national pilotsfor the vehicle-road-cloud integration applications for intelligent connected vehicles and other pilot projects. The World New Energy Vehicle Congress has been held successfully for seven consecutive years. An island-wide single-use plastics ban was pioneered. The share of biodegradable plastic alternatives in key industries exceeded 80%. Prefabricated buildings accounted for more than 80% of new buildings byarea. Full sewage treatment coverage in all administrative towns has been achieved. 209 Happy Rivers and Lakes have been established, and all water bodies below Grade V standard were eliminated. The Boao Zero Carbon Demonstration Zone has achieved comprehensive zero-carbon operations, making it a nationally leading and internationally advanced model. New landmark projects, including zero-carbon industrial parks, the Zero Waste Island Initiative, and the China-Europe (Baoting) Green Digital Innovation Cooperation Zone, were launched. The endeavor to turn lucid waters and lush mountains into invaluable assets yielded more tangible results.A mechanism has been established to monetize ecological products, thereby developing a distinct Hainan approach. Hainan released local GEP accounting standards tailored to its tropical island ecosystems, conducted annual GEP assessments in its national parks for five consecutive years, and issued its first-ever provincial report on climate policies and actions to an international audience. Pilot trading of environmental resource rights and interests, such as water rights and carbon sinks, was launched, and a three-dimensional, layered rights-setting mechanism for sea areas was innovatively implemented. The Hainan International Carbon Emission Trading Center and the Hainan International Blue Carbon Research Center were put into operation. Many large-scale events, such as the Boao Forum for Asia Annual Conference, achieved carbon neutrality.

Over the past five years, we unswervingly implemented the people-centered development philosophy and created a new chapter of Happy Hainan through shared governance and prosperity.We implemented a public deliberation and voting system to select key provincial-level livelihood initiatives and delivered on 48 of thoseadopted. The share of fiscal expenditure on improving people’s livelihoods remained above 70%, and household disposable income increased by an average annual rateof 5.4%. The job market remained stable.862,200 new jobs were added,and 534,700 job opportunities were created for the surplus rural workforce. The surveyed urban unemployment rate remained below 5.5%. State-subsidized skills training was provided tomore than 700,000 individuals. The Healthy Hainan Initiative was further advanced.The reform of public hospitals achieved remarkable results. Hainan General Hospital has earned an A+ for two consecutive years in the national performance assessment. The province has expanded and decentralized quality healthcare resources to achieve a more balanced distribution, ensuring full coverage of standardized village clinics and integrated medical alliances, and earned an “Excellence” rating in the national Healthy China Initiative assessment for two consecutive years. Construction of four national regional medical centers commenced, and the new campus projects for 12 provincial- and municipal-level hospitals were completed. The goal of handling minor ailments at the community level and serious diseases within the province is becoming a reality. The “1+5+N”[8]public health system has taken shape, and the ability to prevent and control public health risks has been significantly improved. The Three Medical Reforms and One Network initiative[9]has been launched, and the network was put into operation. We established the country’s first big data center for healthcare, health insurance, and pharmacy. The social security system continued to improve.Basic old-age insurance coverage exceeded 7.78 million enrollees, and benefits saw steady growth. We ranked among the top in the country forintegrated social security card services. The participation rate of basic medical insurance remained stable at about 95%. The basic living allowance for low-income residents has been raised for five consecutive years, with benefits extended uniformly across all urban and rural areas of the province. Medical services were integrated at 96.2% of elderly care institutions, and 43 communities were awarded the title of National Demonstration Senior-Friendly Community. The childbearing policy was promptly updated. The renovation work on 2,187 old and dilapidated urban residential compounds was launched, benefiting about 210 thousand households, and completed 75 thousand units of government-subsidized housing. The cultural and sports industry flourished.The traditional weaving, dyeing, and embroidery techniques of the Li ethnic group were moved from the UNESCO List of Intangible Cultural Heritage in Need of Urgent Safeguarding to the Representative List of the Intangible Cultural Heritage of Humanity. The 12th National Traditional Games of Ethnic Minorities weresuccessfully held, and Hainan athletes achieved the best results in history. The Qiongzhong Women’s Football Team made it into the Super League, achieving triple leaps in three years. Public cultural and sports facilities, such as the second phase of the Hainan Provincial Library, the Hainan Provincial Cultural Center, and the Wuyuanhe Stadium, were completed. The Hainan Island International Film Festival has become a signature event. The public-benefit cultural project and the fitness-for-all project benefited 35 million and 23 million participants, respectively. Solid progress has been made in building the whole island into a tourism demonstration zone and a national sports tourism demonstration zone. Overall, social harmony and stability havebeen maintained. An in-depth campaign was advanced to tackle the root causes of workplace safety, with workplace safety accidents and fatalities falling by 38.3% and 17.9%, respectively, and zero major or above workplace safety accidents recorded for 14 consecutive years. The number of forest fires decreased by 80%. Hainan effectively handled 50 tropical cyclones and 67 subregional heavy rainfall events, including Yagi, the strongest autumn typhoon to make landfall in China in meteorological history, and the extreme flood inthe Wanquan River Basin. The Protecting Minors campaign yielded remarkable effects. We fought against organized crime and criminal gangs regularly, effectively cracked down on telecom fraud, underground lottery and illegal gambling, money laundering, drug-related and financial crimes, among others. The number of criminal cases and homicides decreased by 27.3% and 18.9%, respectively, and public security reached itsbest level in history. New progress was made in addressing public complaints from the source. Food and drug safety has steadily improved. People’ssense of security and satisfaction was continuously improved.

Over the past five years, we have unswervingly strengthened the Party’s overall leadership and made new progress in building our capacity.We continued to advance political development. We comprehensively strengthened Party building, and solidly carried out Party history education, the themed education on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Party discipline education, and education on the guiding principles of the CPC Central Committee’s eight-point decision on improving Party and government conduct. Through concrete actions, we firmly embraced establishing Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and of establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and upheld Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and upheld the Central Committee’s authority and its centralized, unified leadership. We comprehensively intensified efforts to improve Party conduct and build integrity.We strictly implemented the Central Party leadership’s Eight Rules on improving conduct and the detailed rules for their implementation, and continued to rectify pointless formalities, bureaucratism, hedonism, and extravagance, and to fight corruption. We launched intensive efforts to stamp out all forms of misconduct concerning the public and corruption in the field of public works, and resolutely rectified pointless formalities to lighten the burden for those working on the ground, further consolidating the clean and upright political environment. Government efficiency continued to improve.We completed this round of government institutional reform and comprehensively advanced the building of a digital government. We established the country’s first department of business environment development, and built the Haizhengtong and Haiyiban (Hainan Easy Access) digital government platforms. The province streamlined the review and approval process with a single administrative sealand led the country in the “getting things done with high efficiency”initiative, with the zero-run rate of government services increasing to 96.6%. Marked improvement has been achieved in the business environment.We established and put into operation the provincial government counselorsoffice. We conducted targeted surveys and service interventions to promote high-quality enterprise development and further improvethe enterprise service system. We further advanced law-based government administration. We became the only pilot province for the general counsel of the government and one of the five pilot areas for the International Commercial Arbitration Center. We formulated or amended 45 provincial government regulations and were the first in the country to promote a single integrated law enforcement team acrosscities and counties. The failure rate of administrative organs in the province dropped to 3.39%. We consciously accepted the supervision of the National People’s Congress, the democratic oversight of the CPPCC,and the supervision of all sectors of society, and regularly carried out legislative coordination with the Standing Committee of the Provincial People’s Congress. We submitted 105 legislative proposals for deliberation, and handled 1,749 proposals from people’s congress deputies, and 2,566 proposals from the CPPCC members.

We firmly safeguard the southern gateway to the country and vigorously support the reform of national defense and the military. We completed routine patrols in the South China Sea, and enhanced the capacity in emergency response and combat of national defense mobilization. New achievements have been made in civil defense, coastal defense, mutual support between civilian sectors and the military, and veteran affairs. New progress has been made in the work of trade unions, the Communist Youth League, the Red Cross, and charities, as well as undertakings for women, children, and persons with disabilities. New achievements have been attained in ethnic affairs, religious affairs, overseas Chinese affairs, Hong Kong, Macao, and Taiwan affairs, auditing, statistics, archiving, confidentiality, historical records, and meteorological and geological services.

Fellow deputies, the past five years have been fraught with challenges, and every achievement has been hard-won. This is the result of the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, and the outcome of the united and tireless efforts of all people in our province under the leadership of the Hainan Provincial Committee of the CPC. On behalf of the People’s Government of Hainan Province, I extend my heartfelt gratitude to the people of Hainan, to the people’s congress deputies and CPPCC members, to all other political parties, people’s organizations, and representatives from all sectors of society, to the CPC central organs and central government departments, fellow provinces, autonomous regions, and municipalities directly under the central government, to the People’s Liberation Army and the People’s Armed Police stationed in Hainan, and to our compatriots from Hong Kong, Macao, and Taiwan, overseas Chinese, and all our friends around the world who have long cared for and supported Hainan’s development.

We are aware that our economic and social development still faces numerous difficulties and challenges. Of the 26 indicators established in the 14th Five-Year Plan, five, including regional GDP and investment, fell short of expectations. Weak demand has yet to be fundamentally reversed, as consumption momentum and social investment vitality remain insufficient, and trade in goods faces significant external shocks. The foundation of the real economy is unstable, with manufacturing weak, service-sector growth unstable, the real estate sector undergoing adjustment, regional development unbalanced, cross-regional economic cooperation lacking depth, and modern infrastructure still having weaknesses. The overall level of social development remains relatively low, with room for improvement in social security safeguards and public satisfaction. Efforts to build a world-class business environment require further refinement. Government service awareness, work ethic, and professional capabilities of officials still fall short of the higher standards demanded followingthe launch of special customs operations. Some officials lack the courage to take responsibility or the competence to act effectively. Formalism and bureaucracy persist, and corruption issues occasionally surface in certain areas. We will take concrete actions to effectively address these issues.

II. Main Targets and Tasks for the 15th Five-Year Plan Period

The 15th Five-Year Plan period is a pivotal phase for laying a solid foundation for and making comprehensive efforts toward basically realizing socialist modernization. It is also a crucial period for establishing a solid foundation and achieving leapfrog development in the high-standard development of the FTP, holding significant importance in building on past successes to break new ground. Acting on the guiding principles from the Fourth Plenary Session of the 20th CPC Central Committee and the decisions and plans of the Eighth Plenary Session of the Eighth Hainan Provincial Committee of the CPC, the People’s Government of Hainan Province has drawn up the draft Outline of the 15th Five-Year Plan for Economic and Social Development of Hainan Province. The full draft has been submitted to this session for your deliberation and approval.

The Outline sets forth the following goals for Hainan’s economic and social development during the 15th Five-Year Plan period: 1) achieve new progress in building the FTP to high standards, establish a more comprehensive policy and institutional framework commensurate with a high-level FTP, accelerate the creation of a globally competitive and influential special customs supervision zone, and make substantial progress in elevating the business environment to a globally leading position; 2) achieve new breakthroughs in deepening reform and opening up, significantly enhance the functional role of Hainan as a strategic convergence point for domestic and international economic flows, make notable progress in building the “two headquarters bases,”“two hubs,”and “two networks,”[10]and strive to achieve new results in becoming a model for reform and opening up for the new era; 3) achieve new breakthroughs in the quality and efficiency of economic development, and increase the province’s GDP at an average annual rate of over 6%, with the four dominant industries accounting for approximately 73% of the regional GDP; 4) elevate technological innovation capabilities to new heights and achieve notable achievements in building Hainan into a hub of talent and technological innovation; 5) break new ground in promoting regional coordinated development, with Haikou, Sanya, and Danzhou significantly enhancing their radiating influence and the coastal urban belt taking shape, continuously strengthen the four functions[11]of the ecological conservation zone in central Hainan, and achieve major progress in advancing new urbanization and all-round rural revitalization; 6) make new progress in implementing the Beautiful Hainan Initiative, with the eco-environment quality remaining the best in the country, peak carbon emissions as scheduled, accelerate the comprehensive green transformation of economic and social development, and make Hainan a key window showcasing China’s achievements in ecological conservation to the world; 7) improve living standards to a new high; and 8) further enhance security capabilities.

Fellow deputies, our confidence in setting these goals stems from the high priority, care, and support given by the Party Central Committee with Comrade Xi Jinping at its core to the development of the FTP. At every critical juncture and important milestone, General Secretary Xi Jinping has consistently provided prompt guidance and direction for Hainan, ensuring that the FTP’s development proceeds steadily and remains onthe correct path.

Our confidence stems from the fact that the fundamentals for the long-term growth of the Chinese economy remain unchanged. The advantages of our vast market, the continuously unleashed potential of domestic demand, the complete industrial system, and robust supply capabilities have strengthened our deep-rooted confidence in relying on our domestic market to weather any storm.

Our confidence stems from the nation’s strategic initiatives to overcome challenges and proactively expand opening up, particularly the decision to build the FTP into a key gateway leading China’s opening up in the new era. The strategic mission of being a “first move,”the strategic goal of becoming an “important gateway,”and the strategic role of serving as a “convergence point”integrate into a powerful force propelling Hainan’s leapfrog development.

Our confidence stems from the solid foundation built over many years. The policy and institutional frameworks for the FTP have taken shape, with key policies implemented. We are moving faster to build a modern industrial system, and the outward-oriented economy is thriving. Various economic flows continue to grow. Especially following the launch of special customs operations, Hainan possesses the fundamental conditions to advance opening up on a broader scale and at a deeper level, generating strong expectations for domestic and international investors. Moving forward, high-standard opening up will provide more stable support and stronger momentum for promoting high-quality development.

Our confidence stems from the comprehensive enhancement of officials’professional ethics and capabilities. In major challenges such as preparation for special customs operations, response to the Covid-19 pandemic, and response to extreme weather, our Party members and officials stepped up to the plate, demonstrating competence and effectiveness. They have forged a work ethic that fears no hardship, dares to tackle tough problems, and sustains continuous endeavors. They have cultivated the initiative and ability to execute effectively and deliver results. The province’s political environment continues to improve, which provides a strong foundation for all future endeavors.

Our confidence also stems from the wholehearted support and active participation of the people across the province. The people have eagerly stepped forward to contribute, embracing their role as the masters of the province in driving development, supporting reform, and jointly creating the future. This has forged a powerful synergy, injecting the broadest, deepest, and most enduring momentum into our efforts to advance high-quality development and achieve all our objectives and tasks.

To achieve the objectives of the 15th Five-Year Plan, we must focus on eight key areas:

First, focus on opening up and developing the FTP to high standards. We should fully implement the Master Plan for the Development of Hainan Free Trade Port and thoroughly enforce the Law of the People’s Republic of China on the Hainan Free Trade Port, steadily expand institutional opening up, deepen the opening up of goods and factor flows, advance administrative system reform, play a leading role in promoting high-standard opening up, and contribute to building an open world economy.

Second, focus on high-quality development to build a modern industrial system reflecting Hainans distinctive characteristics and strengths. Guided by the new development philosophy and leveraging Hainan’s comparative strengths, we will anchor our efforts to the “4-5-4-3-2”development framework[12], promote the extension and upgrading of industrial chains in the four leading industries, strive for new breakthroughs in developing new quality productive forces, and achieve new leaps in the quality and efficiency of economic development.

Third, focus on the integration of education, technology, and talent to build Hainan into a hub of talent and technological innovation. We will continue to develop Hainan into an International Education Innovation Island, move faster to develop the National Education Innovation and Development Pilot Zone, and create a more open talent mechanism. We will vigorously implement the Revitalizing Hainan with One Million Talented Workers action plan, align with national strategic technological forces, and strengthen the multi-tiered technological innovation system, encompassing national- and provincial-level laboratories and provincial-level technological innovation centers, thereby promoting the deep integration of technological and industrial innovation.

Fourth, focus on integrated land-sea development and move faster to create a Maritime Hainan. Leveraging our inherent maritime advantages, we will pursue coordinated land-sea development and resource integration to build Hainan into a deep-sea technology innovation hub, a cluster for modern marine industries, and a hub for international marine cooperation. We will firmly safeguard the marine environment and forge a path of high-quality marine economic development that leverages Hainan’s distinct characteristics and strengths.

Fifth, focus on coordination and collaboration to support the nation in fostering a new pattern of development. We will deeply integrate into and serve the country’s major regional strategies and the national drive to build a unified national market, enhance the capabilities of the “two headquarters bases,”“two hubs,”and “two networks,”strengthen coordinated development with the Guangdong-Hong Kong-Macao Greater Bay Area, and deepen cooperation with the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Yangtze River Economic Belt. We will engage in in-depth cooperation with Belt and Road countries in such areas as tropical agriculture, green energy, and digital trade.

Sixth, focus on ecological conservation to enhance the foundation for green development. We will implement the strictest controls on land reclamation and shoreline development, advance major projects to protect and restore key ecosystems, continue addressing prominent environmental issues, and steadily advance construction of Hainan Tropical Rainforest National Park. We will promote a comprehensive green transformation of economic and social development, develop the National Ecological Civilization Pilot Zone with high quality, and strive to become a model in the Beautiful China initiative.

Seventh, focus on peoples well-being to enhance their sense of gain.We will adhere to a people-centered development philosophy and direct more policies, funds, and resources toward people and their well-being. We will ensure that public services are inclusive, meet essential needs, and provide a cushion for those most in need, and work to resolve the pressing difficulties and problems that concern the people most. We will promote coordinated economic and social development, ensure that material progress and cultural-ethical progress reinforce each other, and advance common prosperity solidly and steadily.

Eighth, focus on risk prevention and control to build Hainan into a highly open and one of the safest areas in the country. We will firmly safeguard the bottom line of security, ensure both development and security, and develop a methodicaland orderly timetable for expanding opening up. We will intensify efforts to identify and prevent risks in key areas, enhance social governance and public security management, strictly prevent and severely punish all types of illegal and criminal activities, and proceed steadily and methodically to ensure both market vitality and effective regulation.

III. Main Tasks for 2026

This year marks the beginning of the 15th Five-Year Plan and the inaugural year of the FTP’s special customs operations. We must take a strong first step and make new advances.

The overall requirements for our work this year are as follows: follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; thoroughly apply the guiding principles from the 20th CPC National Congress and all plenary sessions of the 20th CPC Central Committee, the Central Economic Work Conference, and General Secretary Xi Jinpings important speeches and directives on the work in Hainan; fully and faithfully apply the new development philosophy on all fronts; focus on promoting high-quality development; adhere to the general principle of pursuing progress while ensuring stability; better ensure both development and security; focus on developing the FTP to high standards; closely align with Hainans strategic positioning of Three Zones and One Center; stay committed to the strategic goal of building the FTP into a key gateway for Chinas opening up for the new era; implement the One Guideline, Three Foundations, Four Beams, and Eight Pillars strategic framework; steadily deepen reform and opening up in all respects; continue to expand domestic demand and optimize supply; optimize the allocation of new resources while making best use of existing ones; promote the deep integration of technological and industrial innovation; actively cultivate and strengthen new quality productive forces; move faster to build a modern industrial system reflecting Hainans distinctive characteristics and strengths; continue to prevent and defuse risks in key areas; focus on stabilizing employment, enterprise operations, markets, and expectations; improve the quality of economic growth while appropriately increase output; enhance peoples well-being; maintain social harmony and stability; achieve a strong start to the 15th Five-Year Plan period; and contribute to the nations efforts to foster a new pattern of development.

The main targets for economic and social development this year are projected as follows:

- Regional GDP growth of over 6%;

- Fixed-asset investment growth of around 7%;

- Growth in total retail sales of consumer goods of around 6%;

- Surveyed urban unemployment rate at around 5.5%;

- Consumer price index (CPI) growth of around 2%;

- Growth in personal income in step with economic growth;

- A sustained sound eco-environmental; and

– Meet the national mandates on controlling total carbon emissions and intensity.

To achieve these objectives, while ensuring routine tasks are properly executed, we must strive to do the following:

1. Pooling efforts to promote higher-standard opening up

We will accelerate the release of the FTPs policy dividends.We will expedite the implementation of policies for special customs operations, strengthen the linkage between new and existing policies, and move faster to identify a substantial number of enterprises eligible for policy benefits and create a significant economic scale and flow. We will conduct in-depth research on tax reform policies required by special customs operations and facilitate the introduction and implementation of a zero-tariff policy for imported goods purchased by residents on the island. We will promote adjustments to optimize the catalog of imported taxable goods and expand the scope of zero-tariff goods. We will refine the import tariff exemption policy for products with no less than 30% added value after processing and dynamically adjust the list of prohibited and restricted goods. We will explore piloting bonded remanufacturing operations. We will expedite the introduction ofa negative list for corporate income tax incentives and a three-tier individual income tax rate structure. We will strengthen the customs supervision system and further enhance policies, industrial systems, customs facilities, platforms, process guidelines, government services, and administrative capabilities to support special customs operations.

We will steadily expand institutional opening up.We will develop measures to enhance trade liberalization and facilitation, promote the reduction of the negative list for cross-border trade in services, advance comprehensive pilot programs for expanding openness in the service sector, and widen market access in key sectors such as tourism, healthcare, transportation, and finance, with the aim ofachieving over 10% growth in trade in services. We will optimize the trade structure, accelerate the development of trade in intermediate goods, achieve over 10% growth in trade in goods, and ensure cross-border e-commerce grows faster than trade in goods. We will strive to expand market access for foreign investment and facilitate the introduction of measures to optimize the market access environment. We will establish a high-quality platform to support enterprises in going global, achieve over 10% growth in actual utilized outward foreign direct investment, and ensure over 50% of such investment goes to Belt and Road partner countries. We will promote the implementation of more convenient entry/exit policies and expand the visa-free entry policy to more countries. We will deepen the reform of the Yangpu Port of China as a port of registry, push for further relaxation of airspace control and air route/air rights restrictions, and increase the frequency of international flights. We will optimize the data export management list and establish a cross-border data service management platform. We will continue to host the Boao Forum for Asia Annual Conference. We will continue to strengthen and deepen partnerships with free trade zones (ports) globally, deliver 40 high-quality sessions of national-level foreign aid training programs, and expand Hainan’s international influence.

We will stimulate the vitality of business entities.We will intensify market-oriented reforms of state-owned assets and enterprises, implement reforms in areas such as personnel management, performance evaluation, and incentives, actively cultivate domestically and globally leading enterprises, and build them into pillars and main force of economic development. We will optimize the layout of the state-owned economy, plan and promote a new round of restructuring and integration of provincial-level SOEs, and ramp up efforts to dispose of two kinds of businesses and two kinds of assets [14]. We will establish a parent fund for the SOE reform and industrial investment. We will strive to improve the quality of listed companies and strengthen the capital market. We will launch a three-year action plan to attract 10,000 private enterprises toHainan, organize the Joint National Conference on Green Development of Private Enterprises & SOE-Private Enterprise Collaboration for Hainan’s High-Quality Development, and encourage private enterprises to participate in key projects. We will support the development of SMEs and self-employed individuals. We will continue to build up the brand of the Overseas Chinese Entrepreneurs Hainan Tour to attract more overseas Chinese entrepreneurs to invest and start businesses in Hainan. We will improve the foreign-invested enterprise roundtable mechanism and the complaint-handling mechanism for foreign-invested enterprises, and promote full-lifecycle services for foreign-invested projects, with the aim of increasingthe actual utilization of foreign capital by 10%. We will place greater emphasis on equality in legal protections and consistency in policy implementation, and eliminate barriers to lawful, equal access to production factors and to fair participation in market competition.

2. Pooling efforts to unlock effective demand potential

We will vigorously boost consumption.We will continue special initiatives to boost consumption and implementthe Two News policies[15]. We will expand the supply of high-quality goods and services, boost the scale and quality of wellness, green, and cultural-tourism consumption, and catalyze new models like first-launch consumption, silver economy, nighttime economy, livestreaming economy, platform economy, and ticket-stub-based consumption promotion. We will advance the development of Regional Public Brands (region-specific brands jointly used by qualified local producers) in the consumption sector. We will streamline approval processes for conventions, exhibitions, performances, and sporting events. We will launch the 2026 Marine Tourism Year campaign and expand marine, aerospace, and tropical rainforest tourism consumption. We will implement policies to further boost tourism spending andorganize more tourism, culture, and sports activities on a weekly and monthly basis. We will continue to revitalize and upgrade tourist attractions and improve tourism services. We will improve supporting facilities along the “dual loop”tourism highway, vigorously develop AAAAA-level tourist attractions, and establish two to three national (provincial)-level tourist resorts and tourism leisure districts. We will strive to establish our province as the permanent home of the China International Travel Mart (CITM). We aim to increase domestic and international tourist arrivals by 8%, with a significant rise in inbound visitors. We will work to ensure the success of the 6th CICPE, encourage duty-free operators to further broaden their product portfolios, and enable more quality retailers to offer outbound tourist tax refunds. We will introduce 100 innovative international drugs and medical devices and launch specialized medical tourism products, includingmedical aesthetics & anti-aging, oncology rehabilitation, and TCM wellness, with the aim of attracting over one million medical tourists. We will accelerate Phase II construction of the Lingshui Li’an International Education Innovation Pilot Zone, with campus capacity ultimately reaching 15,000students and faculty.

We will expand effective investment.We will strengthen the Invest in the FTP brand, build professional teams for targeted, industry-chain-based investment promotion, proactively engage with key enterprises, and ensure follow-up coordination services to form a full closed-loop system for project attraction and implementation. We will strengthen project planning and reserves, explore the formulation of a comprehensive government investment plan, effectively deploy various policy tools such as the Two Majors[16], “Two News,”central government budgetary investment, and local government special-purpose bonds, in order to include more of our projects in national plans. We will leverage government guidance funds, encourage financial institutions to provide matching funds, and dynamically publish lists of major projects open to private capital to increase the share of private investment. We will vigorously advance the Four Batches[17]of projects, fully implement the Five Lists[18], and enhance the full-lifecycle service platform for projects. We will implement a comprehensive management system using “one code, one map, and one form,”establish a problem database covering investments, projects, and industrial parks, refine the problem-solving mechanism for key projects, accelerate the progress of major projects, with the annual target of commencing over 43 projects worth over 100 million yuan each and completing over 38 projects.

We will build a world-class business environment.We will deeply integrate AI into government services and create a series of sector-specific application scenarios. We will add 25 new key services under the Getting Things Done with High Efficiency initiative, and launch 15 comprehensive permits eligible for minimal approval. We will enhance enterprise service capabilities in government service halls and standardize intermediary government services. We will implement the One-Step Business Licensing + Automatic Benefit Enrollment policy and introduce 20 pro-business measures, thus reducing overall business operating costs. We will take actions to optimize foreign-related services and enhance the international business environment. We will improve the Hainan Free Trade Port international service portal and promote mutual recognition across multiple locations for foreign-invested enterprises registered in Hainan. We will accelerate the development of the Hainan International Commercial Arbitration Center. Special actions will be taken to help enterprises reduce costs and increase efficiency, with a focus on lowering costs for land, electricity, gas, logistics, and financing, aiming to reduce the actual logistics cost-to-gross revenue ratioto around 15%. We will continue to address long-standing issues affecting enterprises and strive to resolve more than90% of them.

3. Pooling efforts to build a modern industrial system

We will expand the advanced manufacturing sector.We will take targeted actions to strengthen and extend key industrial chains and to concentrate resources on breakthroughs in core technologies, addressing industrial weaknesses, building innovation platforms, and cultivating and upgrading brands. We will vigorously develop offshore wind power, drive investment upgrades among wind power equipment enterprises, and establish a manufacturing base for offshore wind power equipment. We will accelerate the development of deep-sea technology equipment, and expand the ship and yacht repair and building industries, with the aim of increasingthe output value of deep-sea equipment manufacturing by 20%. We will facilitate the implementation of integrated circuit packaging and testing, sensor R&D and manufacturing projects, and expand the electronics manufacturing sector with a focus on semiconductor production. We will further develop the aircraft maintenance industry, diversify our portfolio of complete vehicles, automotive parts, and high-end medical devices, and create industry clusters formaintenance and remanufacturing services. We will pursue differentiated development of the high-end chemical new materials industry and achieve coordinated development across the industrial chain of petrochemical new materials. We will strengthen the Lecheng R&D/use + Hainan manufacturing model to promote the localized production of internationally sourced drugs and medical devices. We will accelerate the R&D and industrialization of high-end medical devices, while also expediting the commercialization of R&D outcomes for pharmaceuticals and medical devices. We will vigorously develop industries such as gold jewelry and specialty health foods. We will guide enterprises in upgrading toward specialized, sophisticated, distinctive, as well as innovative development, green factories, typical digital scenarios, and smart manufacturing.

We will cultivate emerging industries and future industries. We will advance the implementation of major technology innovation platforms such as Nanfan Silicon Valley, support three national-level livestock and poultry germplasm conservation farms and two national-level core breeding bases in conducting performance testing, and renovate and establish a new batch of aquatic seed farms and seedling breeding bases. We will build a Nanfan ecosystem encompassing seed sources, the seed industry, and seed markets. We will accelerate the development of the “one field, multiple sites, and multiple functions”operation system for the National Marine Comprehensive Experimental Field (Deep Sea), a service platform for the Shiptime Sharing Project, and deep-sea engineering technology research institutions. We will work to discover more reserves and boost production of maritime oil and gas resources, and plan major projects such as subsea integrated utility tunnels. We will accelerate the construction of commercial space launch sites and supporting industrial projects, complete and put into operation Launch Pads 3 and 4, and attract satellite R&D/manufacturing and rocket assembly/testing enterprises to cluster locally. We will expand the “low-altitude+” application scenarios and attract low-altitude aircraft R&D/manufacturing enterprises to establish operations, thereby increasingthe total output value of the low-altitude economy to over 20 billion yuan. We will advance the integrated development of power generation, transmission, loading, and storage, and establish a green fuel supply center. We will expand the scale of new industries, such as overseas gaming distribution, data processing services, and cross-border e-commerce livestreaming. We will accelerate development of computing infrastructure for Southeast Asian markets and launch the AI+ initiative to drive 7.5% revenue growth in core digital-economyindustries. We will step up efforts to cultivate innovation scenarios and foster the rapid development of future industries, such as bio-manufacturing, hydrogen energy, brain-computer interfaces, and embodied AI. We will steadily advance the province-wide pilot application of integrated vehicle-road-cloud systems for intelligent connected vehicles and attract more innovative enterprises to conduct safe testing and operation.

We will promote the high-quality and efficient development of the service sector.We will enhance the logistics hub and corridor network, accelerate the development of provincial-level logistics parks, vigorously develop cross-border logistics, and attract a group of cold-chain enterprises. We will strengthen the supply capacity of port and shipping facilities such as the Yangpu Port, and increase the container liner routes to 80 and the container throughput by 17%. We will develop a regional international convention and exhibition center, and host market-oriented, specialized conventions and exhibitions to international standards, with a focus on introducing specialized brand exhibitions in outdoor sports, jade and jewelry, and international trade. We will facilitate national business chambers and associations, international organizations, and major convention and exhibition enterprises to host 1,000 specialized conferences in Hainan, and increase the industry revenue by 8%.

We will enhance the agglomeration effect of industrial parks.The key parks of the Free Trade Port must play a leading role and further serve as the primary drivers of the economy. Support will be given to accelerate the development of provincial-level industrial parks, fostering them into new engines for industrial upgrading. An initiative will be launched to strengthen and upgrade major industrial clusters, promoting the real economy by supplementing, extending, and clustering industrial chains. We will further clarify the core functions and leading industries of different industrial parks and strive to have more parks included onthe national development zone approval list. We will support Yazhou Bay Science and Technology City in its bid to become a national high-tech industrial development zone. We will deepen reforms to the park investment and financing system, support eligible key parks and enterprises in issuingasset-backed securities and other financial products, and standardize park administration authorities' operations. We will promote industry-city integration, support the development of supporting facilities for production and living, including the five networks (fiber optics, roads, water supply, electricity, and gas pipelines), as well as schools and hospitals, establish direct links between parks and major logistics and transportation hubs, and create “15-minute neighborhoods”within the parks.

4. Pooling efforts to stimulate the vitality of education, technology, and talent

We will deliver education to the satisfaction of the people. We will implement nine initiatives[19]to promote moral education for the new era, enhance five-pronged education, expand the scale and improve the quality of basic education, and so on. We will add 40 thousand public school places for basic education. Conditions at the boarding junior high schools in townships will be improved. We will ensure near-universal access to secondary education for junior high school graduates, with 70% of them enrolled in ordinary high schools. We will introduce general AI courses in all primary and secondary schools, deepen the application of smart education platforms, and develop Hainan into a “Smart Education Island.”We will implement projects to revitalize county-level high schools and improve weak schools, with 60% of public primary and secondary schools incorporated into group-based schooling management systems. We will strengthen adolescent mental health servicesand continue developing specialized schools and advancing special education. We will facilitate the establishment of Peking University’s Hainan Research Institute and commence the construction of Xi’an Jiaotong University’s global regional innovation center. We will complete construction of Hainan Normal University’s Guilinyang campus and accelerate development of Haikou Yongxing Education City, Hainan University’s Yazhou campus, Hainan Medical University’s Guilinyang campus, and Phase II of Hainan Police Academy. We will strive for the approval to build a new university independently run by overseas institutions and start preparations for anew independent educational program. We will foster three provincial-level city/county-based industry-university consortia, and deepen the “industrial park + research + education”integration model.

We will strive to build a hub for technological innovation.We will support the commencement of phase II construction at the Yazhou Bay National Laboratory campus, pursue approval forthe establishment of a national deep-sea technology innovation center, and establish a national-level intellectual property operation center for the seed industry. We will advance the deep integration of scientific and technological innovation with industrial innovation, and deepen the enterprise-led integration of industry, academia, and research.We will introduce a whitelist of provincial-level technology innovation platforms and bases, and plan the development of technology innovation platforms for future industries such as cutting-edge biomedical technologies, marine biomanufacturing, green hydrogen, brain-computer interfaces, and embodied AI. We will form innovation consortia and alliances in key fields, establish five international S&T cooperation platforms targeting Belt and Road partner countries, and support the creation of at least three private multilateral S&T cooperation mechanisms. We will initiate reforms to optimize provincial-level dedicated S&T projects and deepen ownership reforms for job-related S&T outputs, aiming to create over 10 exemplary cases and boost the efficiency of technology commercialization. We will push ahead with the development of an international S&T market and bring the provincial technology contract transaction volume to 9 billion yuan. We will implement a tiered cultivation plan for high-tech enterprises and increase the R&D investment intensity to 1.8%.

We will step up to attract and cultivate talent. We will optimize and upgrade our talent recruitment policy and create more platforms for international talent exchange and cooperation. We will launch tiered programs for the recruitment and cultivation of top-tier talent, carry out people-centered talent services, and deepen reforms to grant greater autonomy and reduce administrative constraints on talent. We will accelerate the cultivation of innovative, application-oriented, and skilled talent and continue to build a competent industrial workforce. We will implement the Skills Illuminate the Future vocational training initiative, establish the China (Hainan) Comprehensive Development Base for Skilled Workers, provide 100 thousand subsidized vocational skills training opportunities, and recognize 100 thousand more skilled workers, 25 thousand highly skilled workers,and master craftspeople. We will explore and implement immigration policies tailored for high-tech foreign professionals. We will launch a three-year action plan to double the number of foreign talent, optimize work permit services for foreigners, and increase the number of foreigners working in Hainan by 20%.

5. Pooling efforts to strengthen regional coordinated development

We will strengthen cooperation with key regions.We will deepen coordinated development with Guangdong, strengthen integrated shipping operations and management across the Qiongzhou Strait, advance integrated development with Guangdong in industries such as tropical agricultural product processing and high-end equipment manufacturing, and accelerate the construction of Guangdong-Hainan, Hainan-Hong Kong, and Shenzhen-Danzhou industrial parks. We will deepen coordinated development with Shanghai, among others, and strengthen cooperation in such fields as new energy and AI. We will complement our strengths with those of the Beijing-Tianjin-Hebei region and Yangtze River Delta region, actively accommodate headquarters and industrial registration, and enhance linkage with major open platforms. We will deeply integrate into the Belt and Road Initiative, deepen exchanges and cooperation with ASEAN countries, move faster to implement the China-ASEAN Free Trade Area 3.0 Upgrade Protocol, and expand our trade with ASEAN.

We will optimize the development pattern featuring Three Poles, One Belt, and One Area. The “three poles”(the Haikou, Sanya,and Danzhou-Yangpu economic circles) must continue to shoulder the main responsibility and lead the way. The Haikou Economic Circle should comprehensively enhance its development capacity and further promote the sound layout of advantageous industries such as the digital economy, low-altitude economy, and aerospace industry. The Sanya Economic Circle should accelerate Nanfan’s coordinated development of “one core, two wings” (Yazhou Bay Nanfan Science and Technology City as the center, the National Nanfan Research and Breeding Protected Areas in Lingshui Li Autonomous County and Ledong Li Autonomous County as the “two wings”) and launch a series of new-type tourism products linking mountains and seas. The Danzhou-Yangpu Economic Circle should further leverage its exemplary role and expand industrial clusters of port and shipping logistics, new materials, new energy, and commercial services. We will support Wenchang, Qionghai, Dongfang, Chengmai, and Wanning to grow into key economic growth poles. We will establish a mechanism for the integrated development of national parks and local communities that features joint conservation efforts, collaborative planning, synergistic action, and efficiency. We will explore establishing a “mountain-sea collaboration”model to strengthen cooperation between coastal and inland cities and counties, and promote intra-provincial industrial chains complementing each other, infrastructure connectivity, and access to basic public services.

We will accelerate major infrastructure projects.We will complete the G225 Ledong-Sanya section and integrate it with four other public utility systems[20]. Construction of the Zhanjiang-Haikou High-Speed Railway will commence. Projects such as the Yangpu Port expansion, the third phase of Macun Port, and the Sanya Cruise Port will be accelerated. The G98 Expressway loop upgrade and expansion project, along with improvements tonational and provincial highways, will be launched. Preparatory work for the Sanya New Airport, the third phase of Meilan Airport, Danzhou Airport, and Dongfang Airport will be accelerated, and the Central Line Railway project will be planned. We will advance power infrastructure construction ahead of schedule, achieve grid connection and power generation for Unit 3 of the Changjiang Nuclear Power Plant Phase II, accelerate construction of the third 500-kilovolt AC transmission line between Hainan and Guangdong, and implementeffective measures to ensure a stable power supply for key industrial parks. We will expedite the construction of two international submarine cables and the Haikou international communication entry/exit stations, and advance the evolution from a “Gigabit FTP”to a “10G FTP.”We will expedite progress on the Changhua River water resource allocation project, the Niululing Reservoir Irrigation Area, and the large-scale water supply project for the Haikou Economic Circle. We will commence construction of the Wanquan River Basin flood control and disaster mitigation system project and advance preparatory work for the Songtao Irrigation Area expansion and modernization project andthe Nandu River flood control project.

6. Pooling efforts to drive integrated urban-rural development

We will strive to make cities more livable. We will advance legislation on urban renewal, vigorously implement urban renewal initiatives, and complete investments totaling 22 billion yuan. We will coordinate the renovation and transformation of urban villages, dilapidated buildings, and old and dilapidated urban residential areas. We will accelerate the resolution of stalled construction projects and address idle land in accordance with the law. We will implement targeted policies tailored to specific cities, deepen reforms of the housing provident fund system, promote quality housing in an orderly manner, implement new government-subsidized housing policies, and improve the diversified supply of commercial housing and government-subsidized housing. We will establish a new model for real estate development to meet the housing needs of all population segments. We will develop high-quality “cool cities,”promote urban green corridors and greenways, and build more pocket parks tailored to local conditions. Urban challenges such as flooding, traffic congestion, and parking shortageswill be addressed. Pilot programs for integrated traffic management systems and coordinated urban governance mechanisms will be launched in Haikou and other cities and counties, and a smart traffic management system will be built.

We will work to improve the quality and efficiency of urban governance. A sound One Committee, One Office, One Platform[21]urban management system will be established. We will explore a coordinated operational model that involves urban residents’ committees, homeowners’ associations, and property management companies, under the leadership of community-level Party organizations, to promote community-based urban managementand bring property management services closer to households. We will refine systems and mechanisms to ensure efficient synergy between comprehensive administrative law enforcement and urban management, promote the standardized development of law enforcement teams, implement inclusive and prudent law enforcement, and continuously improve the effectiveness of enforcement and the service levelsof urban management officers. We will strengthen urban digital infrastructure, accelerate the implementation of the Digital Housing and Urban-Rural Development initiative, complete Phase II of the Urban Operation and Management Service Platform and the Urban Information Modeling Foundation Platform, and elevate the sophistication and precision of smart urban governance.

We will comprehensively enhance agricultural efficiency.We will never cross the red line for the protection of cultivated land. We will intensify oversight of farmland cultivation and use, continue to rectify non-agricultural and non-grain uses of farmland, ensure grain production targets are met, and increase grain reserve capacity. We will steadily advance the pilot program to extend rural land contracts by another 30 years upon the expiration of second-round contracts. We will develop 16.7 thousand hectares of high-standard farmland, rejuvenate 4.7 thousand hectares of aging, low-yield, low-quality rubber plantations, and establish 20 thousand hectares of standardized rubber plantations. We will expand the under-forest economy to 173.3 thousand hectares with an output value of 13 billion yuan. We will expand tropical premium fruit and vegetable cultivation by 13.3 thousand hectares. We will move faster to develop four national-level fishing port economic zones and two marine ranches, and add 370,000 cubic meters of deep-sea aquaculture water volume. We will strive to establish one national-level modern agricultural industrial park, one industrial cluster, and one strong industrial town, and increase the agricultural processing output-to-agricultural output ratio to over 1:1. We will implement the Hainan Fresh Products branding initiative, formulate the first batch of five core group standards, complete certification for the first pilot products, and provide full-chain support for brand development. We will expand specialty industries such as Zaopocu (vinasse with vinegar). We will upgrade 69 provincial-level shared farms, leverage mechanisms such as state-owned farms and supply and marketing cooperatives to engagemore rural residents, andhelp sustain rural income growth. We will strengthen cooperation with the Food and Agriculture Organization of the United Nations (FAO) and bid to host the Third Forum on China-Africa Cooperation in Agriculture.

We will move faster to boost farmersincomes.We will strengthen production of key agricultural products, ensure better linkage between production and sales, make every effort to stabilize prices, and expand the scale of characteristic industries. We will deepen rural reforms, advance the orderly marketing of rural collective land for development purposes, leverage the Three Resources[22]supervision platform and the rural property rights trading platform, take actions to enhance the quality and efficiency of new-type rural collective economies, and encourage them to integrate into industrial chains, move into industrial parks, and cluster for development. We will further refine regional labor cooperation mechanisms to maintain a stable number of formerly impoverished people finding jobs outside their hometowns. We will cultivate over 3,000 high-quality farmers and more than 8,600 leaders in rural labor services, exemplary wealth creators, and highly skilled craftspeople. We will see to it that the growth rate of farmersper capita disposable income outgrows that of urban residents. We will establish a sound routine mechanism to prevent lapse and relapse into poverty, and make every effort to guard against any large-scale lapse or relapse into poverty.

We will steadily develop beautiful and harmonious villages.We will advance comprehensive coverage of rural planning and management, and conduct orderly comprehensive land consolidation across the entire province. We will further the integrated development of reclaimed land and farmland and promote equalization between reclaimed and farmland areas in infrastructure, public services, and social management. We will develop Harmonious and Beautiful Villages along the two scenic loop highways, add 250 Harmonious and Beautiful Villages, and advance the development of the Yazhou and Boao-Tanmen area. We will upgrade 2,500 Clean Villages, raise the rural domestic sewage treatment rate to 93%, and achieve a 75% streetlight installation rate on main roads and in public spaces within clean villages. We will construct 100 kilometers of new village roads. We will continue to extend and connect water supply pipeline networks across cities, towns, and villages, strengthen county-level unified management and professional maintenance of rural water supply systems, and increase the tap water coverage rate to 97%. We will continue the comprehensive agricultural water pricing reform. We will consolidate and expand the rural governance point-based system, promote county-level “credit plus”rural governance, organize cultural events such as village galas, village singing contests, and village operas, and continuously transform outdated social norms and customs.

7. Pooling efforts to build a model for a beautiful China

We will strive to maintain our world-class ecological environment. We will wage the battle to keep our skies blue, waters clear, and lands pollution-free, ensure that the major targets for ecological and environmental protection set by the state are met, and strive for even better results. We will continue to control new pollutants and strengthen the source control of soil pollutants. We will enhance mangrove resource protection and continuously reinforce the ecological barrier of mangrove. We will strictly implement the comprehensive coastal zone protection and utilization plan and continue to investigate and address sea discharge outlets and marine waste. We will ensure that the problems identified in the third round of central environmental inspections are rectified as scheduled, address environmental resource issues in marine aquaculture, and conduct follow-up reviews ofissues raised by central and provincial environmental inspections. We will develop exemplary beautiful cities and Pilot Exemplary Beautiful Villages, advance the high-quality development of Beautiful Bays, Beautiful Rivers and Lakes, and Livable Rivers and Lakes, and strive to create national-level best practices. We will plan integrated protection and restoration of mountains, water, forests, fields, lakes, grasses, and sand in the Nandu River basin. We will improve the environmental zoning management system and launch trials for marine environmental zoning management.

We will expand landmark projects. We will see to it that significant progress is made on the Natural History Museum project at the Tropical Rainforest National Park, with the main construction phase completed at the entrance community site. The penetration rate and ownership share of new energy vehicles will remain among the highest nationwide. Efforts will be made to consolidate and enhance the effectiveness of the single-use plastics ban, with the average market share of biodegradable plastic alternatives in key industries and venues reaching 84%, and a 90% compliance rate in farmers’markets. We will advance the upgrade from the “plastics ban”to comprehensive “plastics governance”. We will enhance the quality of prefabricated and green buildings and step up to promote the application of green building materials. We will summarize and promote the best practices of the Boao Zero-Carbon Demonstration Zone, establish the Boao Certification brand, and accelerate the development of zero-waste cities, zero-carbon parks, zero-carbon communities, and zero-carbon buildings. We will continue to advance the Six Water Treatment campaign and special actions to eradicate substandard Class V water bodies, address key issues with urban domestic sewage, and consolidate achievements in treating black and odorous water bodies.

We will advance the Dual Carbon work.We will move faster to establish a control system for the amount and intensity of carbon emissions, strengthen foundational capacity building, establish a carbon budget management system, improve management mechanisms for major energy consumers and carbon emitters, and conduct energy efficiency reviews and carbon emission assessments for fixed-asset investment projects. We will build an integrated management platform for carbon peaking and carbon neutrality goals, and refine the carbon footprint management system for Hainan’s distinctive products. We will establish a standardized and orderly review and management system for carbon credits, actively participate in the development of a national carbon emissions trading market, conduct provincial-level GEP accounting, and establish a provincial-level intelligent GEP accounting subsystem. Blue carbon standards and trading mechanisms will be established scientifically.

8. Pooling efforts to improve living standards

We will promote high-quality and full employment. We will launch a special action to promote high-quality employment, vigorously implement policies to expand job opportunities, strengthen vocational skills training, and support key groups, includingcollege graduates, veterans, rural laborers, persons with disabilities, and those facing employment difficulties in finding jobs and starting businesses. We will build up Hainan’s labor service brands, create approximately 170,000 urban jobs, and maintain a stable placement rate for college graduates. We will vigorously address wage arrears by addressing the root cause and implementing joint disciplinary actions against dishonest entities. We will improve employment monitoring and unemployment prevention mechanisms.

We will improve the quality of healthcare services. We will accelerate the second phase of the Three Medical Reforms and One Network initiative and advance projects such as national regional medical centers and national major infectious disease prevention and control bases. We will launch initiatives to strengthen community-level medical and health services,expand and improve rehabilitation services, and equip primary healthcare institutions with digital direct imaging systems. We will deepen charity-oriented public-hospital reform, further enhance emergency treatment capabilities, and strengthen blood emergency supply systems. We will encourage healthcare institutions to pursue international accreditation, joint domestic and international commercial insurance schemes, and develop international healthcare services. We will promote contracted family doctor services. We will continue to advance the inheritance, innovation, and development of traditional Chinese medicine (TCM). We will strengthen comprehensive prevention and control of chronic diseases, and develop full-chain services covering prevention, treatment, rehabilitation, and management. We will builda competent disease prevention and control team, and do a good job in infectious disease prevention and control. We will launch patriotic health campaigns and continuously improve living environments. We will strive to increase the per capita life expectancy to 81.2 years.

We will develop cultural and sports undertakings.We will carry out a broad range of public activities to promote Hainan’s cultural and ethical advancement. We will ensure the sound preservation, utilization, and inheritance of historical, revolutionary, maritime, and folk cultural resources. We will develop the Luobidong National Archaeological Site Park, complete construction on the Provincial Art Museum, and advance the Provincial Overseas Chinese Museum project. We will introduce a number of non-state-owned museums to enrich the museum system. We will host more high-quality sporting events, cultural events, and performances, and ensure the success of such major events as the Asian Beach Games, Hainan Island International Film Festival, the ITTF-AFTU Asian Cup, the IWUF Taolu World Cup, the Provincial Games, the Provincial Traditional Games of Ethnic Minorities, the Carnival of Hainan, the Sanyuesan Festival, as well as the Top Ten Sporting Events and Top Ten Performing Arts events. We will organize the Hainan Super League, Village Volleyball Super League, and Village Basketball Super League, and upgrade the sites and facilities to promote fitness for all.

We will improve social security systems.We will launch a high-quality insurance enrollment campaign to ensure all eligible individuals are covered. We will actively address population aging, introduce a long-term care insurance system, and provide consumption subsidies for elderly care services to seniors with moderate or higher levels of disability. We will improve and expand home- and community-based elderly care services and promote the “hub-station-family” model for home and community-based care. We will expand trials on occupational injury protection. We will continue nationwide trials to strengthensupport for children in need. We will actively build a marriage- and child-friendly society, change outdated wedding customs, and ensure the timely distribution of childcare subsidies. We will move faster to build provincial, municipal, and county-level integrated childcare service platforms and establish a provincial-level unified management platform. We will advance the “one-stop service”initiative regarding social assistance and promote the “in-kind and service-based”integrated support model.

9. Pooling efforts to implement macroeconomic policies

We will adopt a more proactive fiscal policy.We will actively cultivate revenue sources and tax bases, enhance the independent fiscal capacity of cities and counties, expand the scope of fiscal expenditures, and ensure necessary spending levels. We will rationally schedule bond issuance and project fund disbursement to maximize bond efficiency and expedite tangible work output. We will improve the effectiveness of transfer payments, increase balanced transfer payments, and guarantee local governmentsability to meet basic living needs, pay salaries, and maintain normal government functions. We will establish sound mechanisms to increase revenue and reduce expenditure, fully implement the zero-based budgeting reform, and strictly enforce the requirement that Party and government organs maintain a frugal approach. We will rigorously eliminate inefficient and ineffective expenditures, revitalize existing assets and resources, and allocate additional funds to boost consumption and meetbasic living needs.

We will apply an appropriately accommodative monetary policy. We will advance the scenario-based development of Five-Pronged Finance[23]and maintain stable credit growth. We will refine the financing coordination mechanism for micro and small enterprises, support direct financing for enterprises registered in Hainan, and keep overall social financing costs at a low level. We will move faster to promote comprehensive tourism insurance. We will continuously enhance the terms and expand the coverage of agricultural insurance. The issuance scale of technology innovation bonds will be expanded. We will guide banking and insurance institutions to expand the financial supply for the real economy. The scope of cross-border RMB usage will be expanded. We will work to drive the cumulative volume of EF account transactions to exceed 500 billion yuan. We will recognize eight cross-border fund operation centers, establish three project companies specialized in financial leasing, expand the pilot scale of cross-border asset management services, and introduce more licensed financial institutions.

We will strengthen the synergy between fiscal and financial policies. We will enhance the consistency of macro policy orientations, identify the convergence points of fiscal and financial policies, and employ a combination of loan interest subsidies, guarantee compensation, and premium subsidies to support investment expansion and consumption promotion. We will encourage the use of special bonds as project capital and support project development through a bond-loan combination. We will strengthen the guiding role of the FTP Development Investment Fund to develop and expand long-term capital and patient capital, and encourage more funds to go to strategic emerging industries and future industries. We will leverage long-term funding sources such as new-type policy-oriented financial instruments, and guide project owners to develop tailored financing proposals and secure adequate credit support with more comprehensive project information.

10. Pooling efforts to ensure both security and development

Step up efforts to ensure workplace safety and guard against and mitigate disasters.We will continue the workplace safety improvement campaign, address safety risks across the entire chain of key sectors such as urban gas, enhance the safety operations of producers and operators, and dynamically eliminate major accident hazards. We will make every effort to prepare for and respond to typhoons and heavy rainfall, and to improve the accuracy and precision of forecasts and alerts formeteorological, oceanic, hydrological, and geological hazards. We will continue to intensify efforts in forest fire prevention and control, dynamically eliminate major forest fire hazards, and intensify special operations to investigate and penalize illegal fire use. We will conduct comprehensive special safety inspections for marine fishing vessels.

Strengthen risk prevention and control in key areas. Coordinated efforts will be made to prevent and resolve risks across real estate, local government debt, and small and medium-sized financial institutions, to strictly guard against systemic risks. We will promote integrity and credibility, implement tiered, categorized credit oversight, establish a robust customs clearance credit supervision and risk prevention and control system at second-line customs ports, improve anti-smuggling governance mechanisms, and fully guard against the risk of smuggling duty-free goods through purchasing agents (taogou and daigou traders). We will strictly enforce substantive operation requirements for enterprises to effectively prevent tax risks. We will enhance our capabilities to crack down on money laundering and emerging economic crimes. We will further strengthen epidemic prevention and control, as well as biosecurity risk prevention at ports. We will strictly implement the accountability system for ideological work to ensure the FTP’s political and ideological security.

Enhance social governance capabilities. The accountability system for maintaining social stability will be implemented. We will continuously improve the “1-1-4-3-1”[24]grassroots governance system, achieve standardized operations for comprehensive public security management centers at the provincial, municipal, county, and township levels, and promote one-stop resolution of conflicts and disputes. We will organize elections for village (community) Party committees and villagers' (residents’) committees, strengthen the service and management team at the township (subdistrict) and village (community) levels, and vigorously develop community philanthropy. A collaborative grassroots governance framework[25]featuring co-governance and shared benefits will be established. We will improve education and healthcare services in ethnic regions, promote exchanges, interaction, and integration among all ethnic groups, fosterintegrated communities, and advance ethnic unity and progress. We will improve services for and the management of various social groups. We will continue to advance thelaw-based handling of public complaints and proposals. We will strictly regulate food and drug safety and ensure the safety of school meals for students. A new round of the Protecting Minors campaign will be launched to further strengthen the protection of minors and the prevention of juvenile crimes. We will continue implementing tourism policing. We will deepen comprehensive governance of cyberspace security. A new round of anti-drug campaigns will be launched. We will severely punish prominent crimes such as organized crime, telecom and cyber fraud, pornography, drug-related offenses, underground lottery and illegal gambling, raise public awareness of frauds and scams, and ensure that people live and work in peace and contentment while maintaining social stability and order.

Firmly safeguard the southern gateway of the motherland. We will thoroughly apply Xi Jinping Thought on Strengthening the Military, and vigorously support the modernization of national defense and the military. We will deepen mutual support between civilian sectors and the military, enhance military supply and service capabilities, increase benefits for service members and their families, veterans, and other eligible beneficiaries, and consolidate the unity between the military and the government, as well as between the military and the people. We will support the development of the national security system and capabilities, raise public awareness of national security, and cultivate a deep sense of patriotism and love for the motherland. We will enhance infrastructure, public services, and talent development in the Sansha area, while steadily advancing tourism in the Xisha Islands. We will strengthen maritime law enforcement and judicial capabilities to safeguard China’s sovereignty and rights in the South China Sea, with military and local civilian forces working together to resolutely safeguard the southern gateway of our motherland.

IV. Strengthen GovernmentBuilding

Developing the FTP to high standards raises higher demands on our governance capabilities. We must demonstrate new initiatives, achieve new breakthroughs, and resolutely shoulder the glorious mission of transforming the FTP into a vital gateway leading China’s opening up in the new era with greater openness, pragmatism, and unity.

Take a clear political stance.A clear political stance is the fundamental guarantee for developing the FTP to high standards. We must cement Party loyalty and acquire a deep understanding of the decisive significance of establishing Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and of establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; become more conscious of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership; stay confident in the path, theory, system, and culture of socialism with Chinese characteristics; and uphold Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and uphold the Central Committee’s authority and its centralized, unified leadership. We must uphold loyalty to the Party. We must make sure that we are in the correct direction, keep in mind the General Secretary’s instructions and expectations as well as national interests, continuously improve our political acumen, understanding,and capacity to deliver, and keep in line with the Central Committee with Comrade Xi Jinping at its corein thinking, action, and political orientation. We must strictly observe disciplines and code of conduct, prevent the Seven Malpractices[26],and bear in mind the Five Must-Do’s[27]. We must vigorously foster a dauntless spirit and, through tenacious endeavor, open up new prospects for our endeavors.We must make sure that officials have a correct understanding of what it means to perform well and act accordingly. We must proceed from reality and act in accordance with objective laws, make sure that the decisions and plans of the Party Central Committee and the State Council as well as the requirements of the Provincial Party Committee are effectively implemented.

Intensify efforts to build a law-based government.A law-based government is a key pillar for developing the FTP to high standards. We must coordinate and effectively utilize the “three legislative powers”[28], focusing on key areas, foreign-related sectors, and emerging fields to advance legislation. We will move faster to develop a regulatory system aligned with international high standards foreconomic and trade rules, regulate the exercise of administrative power, and continuously foster a stable, transparent, and predictable policy environment. We must enhance our capacity for foreign-related legal governance, move faster to cultivate foreign-related legal professionals, improve the one-stop resolution mechanism for international commercial disputes combining mediation, arbitration, and litigation, and strive to build Hainan into a preferred destination for resolving international commercial disputes. We must work continuously to build a law-based government, advance the rule of law in all our work, accept supervision by the People’s Congress in accordance with the law, consciously accept democratic supervision by the CPPCC, handle the proposals put forward by People’s Congress deputies and CPPCC members with attention, proactively accept supervision by society and public opinion, and strengthen specialized supervision by such means as auditing and statistics to ensure that administrative power is exercised and well-regulated within the framework of the rule of law.

Spare no effort to ensure effective implementation.Effective implementation is an essential requirement for developing the FTP to high standards. We must act with careful planning, stay focused on the core requirement of high standards, respect objective laws, be patient in advancing our course, maintain strategic resolve, further enhance administrative efficiency, and steadily advance the development of the FTP. We must press on with a sense of urgency and embody the special economic zone spirit of enterprising, pioneering, and working diligently. We should act immediately on matters we deem correct, expedite the implementation of assigned tasks, take the initiative to implement existing policies, and explore new paths where policies are absent, thus striving to be creative implementers, doers, and pragmatists. We must gather minds and strength, embrace an open and collaborative mindset that recognizes that wisdom lies in the collective, and solutions lie at the community level. This will harness the immense power of the entire province working in concert and forging ahead with courage.

Improve government conduct through proactive action.Sound government conduct is a vital safeguard for developing the FTP to high standards. We must take the initiative to fulfill our duties, adopt a broad perspective and a global mindset, demonstrate courage in taking responsibility, act proactively, work diligently, and deliver tangible results. We will steadily align our rules with international standards, modernize our industries, create a livable environment, and cultivate a global workforce. We must vigorously promote a spirit of hard work and charge ahead like horses with courage, vitality, and energy. We must stay firmly fixed on our goals, intensify efforts to advance in-depth reforms and high-standard opening up, and turn all our development visions into a tangible reality. We must uphold integrity and self-discipline, persistently implement the guiding principles of the CPC Central Committee’s eight-point decision on improving Party and government conduct, relentlessly correct the Four Forms of Official Misconduct, and advance the integration of digital exercise of power and digital oversight. We will improve Party conduct, intensify efforts to fight corruption, and see to it that the development of the FTP is supported by a clean and upright political environment.

Fellow deputies, a new blueprint has been drawn, and the new dreams are motivating. This new journey calls for a fresh outlook and expects new achievements. Let us unite more closely around the Party Central Committee with Comrade Xi Jinping at its core, bear in mind General Secretary Xi Jinping’s instructions, live up to the expectations of the people of Hainan, emancipate our minds, pursue reform and innovation, and seize the historical initiative to overcome difficulties, combat risks, and confront challenges. We must strive to develop the FTP to high standards, move faster to build it into a major gateway leading China’s opening up for the new era, and write our chapter in advancing Chinese modernization.
